"It physically overwhelms your neuromuscular system," Meyer said. Factors like intoxication or drugs, which could interfere with feeling pain, shouldn't enable a victim to overcome the effects.

Tasers have significantly reduced deaths and injuries in police incidents, experts say, but training and proper use are key.

John Bruner, former Greene County detective who owns the In-Crisis consulting business and is police and safety coordinator for Keystone Oaks School District, said Tasers have helped reduce injuries, but said every case is different.

"If an officer is by themselves, facing what they believe is a dangerous situation, I have seen cases in which an officer had a Taser in one hand and a firearm in the other, so they were ready in case they don't subdue the person, and there is some reason deadly force might need to be used," Meyer said. Officers are trained to shoot with either hand, he added.

Where the victim is hit by the Taser probes is another factor. Thick clothing is one reason Tasers may not always be effective, Meyer said.

Taser International, the major manufacturer of the devices, estimates Tasers work successfully in 94 percent of cases. He cites a 2008 Department of Justice study that Tasers resulted in no significant injury in more than 99 percent of 1,200 deployments.

"Clearly when they work properly, Tasers cause fewer and less severe injuries to subjects and officers both," said retired Los Angeles Capt. Greg Meyer, who has 36 years' experience with Tasers and use of force issues.

"A taser uses your body against you," Tuttle said. The 19 muscle contractions per second that it produces interferes with muscle coordination.

My 90's TV is yet another example of the power of structuring data. It’s a YouTube embed with a picture of a 90's TV overlaid on it. My 90's TV filters YouTube for clips only from the 90's and categorizes them into years and type of clips. This is likely all done by a machine algorithm looking for text clues in the titles of YouTube clips.

Asked if officers are trained to have a Taser in one hand and handgun in the other, as Marsico described in the Mearkle sase, Meyer said, "We see that occasionally, although we discourage it." Ordinarily, he said, "You only want to have one tool in hand at a time."

"There is no such thing as an unarmed man," Bruner said, adding that suspects have taken guns from police and shot and killed them.

Next are the videos itself. There are all different kinds of clips to choose from, all containing terrible hair styles. A subtle feature is that the videos often load somewhere in the middle of the clip. This creates a feeling like you’re really channel surfing in the 90's.

"Tasers are generally very safe. It's not a perfect world, and we occasionally see injuries we do not want to see, but it's extremely low," Meyer said.

Marsico said a video camera on Mearkle's Taser recorded Kassick falling onto his stomach after being shot with the Taser, and Mearkle instructing him to show his hands and not move. Kassick tried to remove two prongs from the Taser from his back, Marsico said.

"Turtling," which is when a victim falls onto the stomach, with hands hidden, is "a very dangerous scenario," Tuttle said. "You have no idea what they may be clutching, and if they're not giving it up, that's typically a reason," Tuttle said.

The point is to incapacitate the suspect, so that they can be subdued and handcuffed without further injury to either party, Meyer said.

"The pain is irrelevant - we're not relying on pain compliance, we're not using pain to change behavior. That's what pepper spray, canine bites, batons do," Tuttle said.

The quarter-inch probes need to be within a total of two inches of the body for the Taser to be effective, Tuttle said. The back is an ideal place for the two probes to hit, particularly between upper chest and waist, since there is a lot of muscle and nerves.

Looking backwards, we as humans remember the good times, don’t record the dull times, and bury the bad times. Nostalgia fundamentally makes us think about other times, which we remember as happier and simpler (whether that’s true or not).

The idea likely was generated after watching a smattering of 90's clips of YouTube. All it took was to ask the question: “What if I could easily channel surf between these 90's clips?”

"More and more officers are using Tasers to resolve situations, but there is still that small percentage where it does not work," Meyer said, adding that training could be a factor for some departments.
