The NIBIN Overtime grant announcement provides additional overtime funds to support police personnel for the National Integrated Ballistic Information Network program (NIBIN). Through this announcement, funds are available to the Milwaukee and Madison Police Department’s to enhance their efforts in collecting, processing, and analyzing ballistic evidence.

Funds will be utilized to purchase license plate cameras for police departments and sheriff's offices in Wisconsin - excluding those cameras that can identify vehicles' make, model, and color, as well as other distinguishing attributes such as mismatching colors, bumper stickers, and dents.

The Wisconsin Department of Justice, Division of Law Enforcement Services (DLES), provides financial assistance to law enforcement, jail officers and secure juvenile detention officers serving the state of Wisconsin. As the State Administering agency for state and federal criminal justice funds, DLES is responsible for establishing funding priorities, developing application criteria, awarding and disseminating grants, and assessing project achievements. This grant announcement provides information about a specific grant opportunity and instructions to help those eligible to apply for a share of the available funds.

DOJ has prepared this guide in an attempt to provide recipients with basic information which will facilitate the efficient administration of a grant program. Circulars published by the Office of Management & Budget, the OJP Financial Guide, DOJ policy memoranda, and other Federal and state regulations were used in preparing this guide.

Funding will go to the Madison Police Department’s forensic units’ work in processing and analyzing digital evidence in violent and other crime cases through the use of overtime and a new computer to allow for increased capacity to process and analyze digital evidence. Specifically, funding will go towards digital forensics overtime for investigators/analysts, iMac for Apple device investigations, and NIBIN-related overtime for investigators/analysts.

As the State Administering Agency for federal justice grant funds, the Wisconsin Department of Justice develops statewide strategies, determines funding priorities, and advises the Governor and legislature on justice policy issues.

The funding under this award will be utilized to hire an analyst that will work with law enforcement agencies across Dane County.  The analyst position will work to develop coordinated violent crime strategies, identify locations where violence occurs and that require additional resources, and focus on persons most likely to commit gun violence to drive down gunfire deaths and injuries.
