I had a similar xattr problem. It turned out that the file was locked. Even though I was owner and had read/write privileges, while the file was locked I only had read privileges. I right clicked the file (in finder)>clicked the lock icon at the bottom so I could make changes>opened the "general" section>and clicked the "Locked" button to unlock it. To fix it, go to System Settings → Privacy & Security → Full Disk Access. Enable the checkbox for your terminal app. It will restart the terminal, after which you will be able to successfully run xattr on the files you want.

I had a similar problem on MacOS 13.5.2 Ventura. The problem was that my terminal app (iTerm2) didn't have full disk access.
