Bray told the committee there are only a small percentage of police interactions where having a visual record would be beneficial. The report cited that only 20 per cent of interactions police have with the public are criminal, and only five per cent go to trial.

The operating cost of using the body cameras was estimated at approximately $1.2 million per year, which includes expenses such as data storage, repairs as well as hiring three new full-time RPS employees to manage the program.

Board chair and Regina Mayor Sandra Masters asked if public trust is an area with which the RPS is experiencing difficulties. Bray said it is something the RPS is always striving to improve, but that generally speaking things were good.

Body cameras have been explored by other police departments in Canada. In Saskatoon, police have planned to test out body cameras towards the end of 2021, and are targeting full deployment in 2022.

Bray said in an interview following the presentation that he did not feel body cameras are something the RPS should work towards within the next couple of years. His main concern comes down to what the program would cost.

Healthcare organizations have long wanted much more information about outside visitors who enter and exit their facilities: who they are, when they were there, where they went and, if they are still there, where they are now.

At Monday’s Board of Police Commissioners meeting, Chief Evan Bray presented a report outlining what a body camera system would cost for the Regina Police Service. According to the report, the up-front cost of equipping 300 RPS officers with body cameras and putting the necessary infrastructure in place would be nearly $1 million.

When exploring these and other multi-layered hospital system capabilities that address workplace violence and other safety concerns, hospital administrators should look for visitor and patient management solutions that easily integrate with current HR, IT, and access control systems. The solution also should adhere to CDC, local health department, Joint Commission, and HIPAA rules and regulations, and support consistent standard policies, audit attestation, and out-of-the-box reporting.

While body cameras have been called for as a means to increase police transparency and accountability, the RPS report questioned what effect they would have on public confidence in police. The report argues there is little definitive evidence that body cameras increase public trust, and cited a study of 250 adults in a mock trial who said the body camera footage led them to have negative opinions of the officer.

There also is the option of adding patient management using Bluetooth Low Energy (BLE) beacons that are worn around the wrist like a watch. Commissioner and city councillor Andrew Stevens asked Bray if the RPS could find other ways to build accountability and trust. Stevens asked Bray if he could prepare a report for next year on ways the RPS could improve accountability. The board agreed Bray would return with a report by the third quarter of next year.

“At the end of the day we’re struggling with resources; we need officers on the street. And so when you look at the significant cost of a body-worn camera system, I think we have to also look at what’s the need? And how many times are we finding ourselves in a situation where body-worn cameras would make a big difference?” said Bray.

Of course, there are many ways to call for help on a hospital campus, but if the attacker knows that help is being summoned, the situation could get worse.
