Troopers slowed traffic in the area as they attempted to catch the man. He ran onto the 600 North off-ramp from northbound I-15 and jumped over a cement barrier, according to a statement from the Utah Department of Public Safety.

Just after 8 p.m., UHP received multiple calls about a man running through traffic on I-15 near 600 North. Troopers initially could not find the man. But just after 9 p.m., they spotted him in the northbound lanes.

She and Goulah said the Ontario Association of Chiefs of Police and other police associations have long called for such an expansion.

While Tasers may be less deadly than guns, they aren't toys and officers should not be released on the streets without proper training. McMullan and Goulah agree, although neither can supply an answer as to where such training is going to come from. Goulah said police chiefs and associations may yet lobby for financial support.

In a society where every police officer carries a gun, the provincial government's decision to expand the use of Tasers just makes sense.

She's among those who say the weapons can, in some cases, cause death. Her brother, Robert Bagnell, died in 2004 after being Tasered, though a pathologist ruled his heart stopped due to drug use.

Ontario Community Safety Minister Madeleine Meilleur announced the move Tuesday, exactly one month after an 18 year old Toronto man was shot multiple times by police during a confrontation on an empty streetcar.

While Gillman's position makes sense to a degree, it falls down on the reality that her solution will only work “in many instances” not all.

The province should find a way to provide that support. Otherwise as much as it makes sense to give police forces more say in using Tasers, at the end of the day it won't be all that effective if officers don't know how to use them – or not use them– properly.

The expansion of the ability of local forces to determine how they are going to use Tasers includes nothing on funding for either purchasing Tasers or more importantly for training officers in their use.

Where Gillman is absolutely correct – and where the current legislation leaves something to be desired – is in her assertion police need to be better trained in conflict resolution of all kinds.

SALT LAKE CITY — A man who was running through traffic on I-15 fell from an off-ramp to his death Sunday night after being shocked with a Taser by troopers who were trying to stop him, the Utah Highway Patrol said.

She said Yatim's case underscores the need for more crisis-management training, including non-violent conflict resolution, for Ontario police.

She said it appears “to be a knee-jerk reaction to the recent Sammy Yatim tragedy” and criticized “a complete lack of public consultation in Ontario on arming all police with Tasers.”

“It can save lives,” McMullan said, noting that includes those of civilians and officers. “It's bringing Ontario up to what most of the other provinces are already doing. Any opportunity that we have to give our members less-than-lethal options is a positive.”

That means police will be required to use weapons at some point. And in those circumstances less-lethal weapons– ie Tasers – are better than more lethal, ie guns.

Belleville-area resident Patti Gillman, operator of the Truth Not Tasers website, called the expansion “a terrible mistake.”

"Multiple attempts were made to obtain compliance. A Taser device was deployed to keep him from going back into the roadway. The male fell from the off-ramp an estimated 30 feet into the residential yard below," according to the department.
