Stop Here On Red signs are installed when a stop line in an intersection is not located where a motorist expects it to be, said NJDOT frequently answered questions on its website. Typically, those signs are posted where the design of an intersection may cause conflicts with turning traffic, according to the DOT.

Other factors include an "unacceptable number of pedestrian conflicts" with vehicles turning right on red or more than three right-turn-on-red accidents reported in a 12-month period for that part of the intersection, the manual said.

Here is what the state Driver's Manual said: "Unless a No Turn on Red sign is posted, New Jersey law authorizes a right turn on a red light after a motorist comes to a full stop and checks for traffic."

One is that there isn't enough distance in an intersection for a driver to see what's approaching. Also, the geometry or lay out of a particular intersection might result in "unexpected conflict and could warrant a right on red ban.
