When renewing a current licence you do not need to provide evidence of training. If, however, your licence expires or is cancelled for 12 months or more, you will have to reapply and you will have to provide new training certificates/newly issued Statement of Results. You will be required to go to an approved Registered Training Organisation to have your training qualifications or Statement of Results assessed. Once assessed, a new Statement of Results must be issued to reflect the current training requirements.

Upon providing evidence of having completed re-qualification training, the expiry date of the training will be automatically set to 30 June the following financial year. For example, training completed at any time in the 2021/2022 financial year will expire on 30 June 2022.

Private security licence applications received from student visa holders who have been issued with a qualification from an RTO that does not have the relevant CRICOS registration will be deemed non-compliant and may be refused.

If a firearms licence issued for private security or prison guard genuine reasons is suspended, a private security licence holder will not be able to handle firearms in the course of their employment regardless of whether their private security licence remains valid.

If you are applying for a private security individual operator licence, you must have successfully completed the approved training requirement for all activities that you wish to be licensed for. Please note that training is required to be valid within 12 months of the receipt of application.

Failure to comply with the re-qualification requirement by the end of each financial year (30 June) may result in the immediate suspension of the firearms licence.

Evidence of training that has not previously been provided to the Licensing and Regulation Division is valid for 12 months from the date of issue.

The Licensing and Regulation Division will only recognise security courses completed by overseas students that satisfy two conditions:

Licences sought under mutual recognition can only be issued for equivalent activities that you are licensed for interstate. Victorian licences will not be issued on provisional licences from interstate.

Firearm licences for private security purposes can only be issued to Australian citizens or permanent residents. Individuals who are not ordinarily resident in Victoria will not be endorsed for sub-activities for Armed Guard or Cash- in-Transit.

If you hold a current private security licence issued in another Australian State or Territory and you wish to apply for Victorian licence/registration, you must complete a Mutual Recognition Application form and supply supporting documents, including a certified copy of your current interstate licence.

While the Licensing and Regulation Division will accept certificates submitted by employers or trainers on behalf of licence holders, licence holders should not rely on, or assume that these parties will take responsibility for providing this documentation within the required time-frames.

There are no training requirements to hold a private security individual registration for either security equipment installer and/or security advisor. There are also no training requirements for the private security individual licence sub-activity of ‘monitoring centre’.

Where a licence holder is unable to undertake the re-qualification training by the annual expiry date (30 June) for reasons out of their control they must immediately notify the Licensing and Regulation Division.

Private Security Business Licence applicants are required to demonstrate competency as part of their licence application. Competency for licencing is typically demonstrated via training or membership to an approved security industry organisation. Applicants who provide training as evidence of competency for licensing must obtain a Certificate IV in Security Management (comprised of 12 units, including 4 core units and 8 elective units).

The holder of a firearm licence issued for the genuine reason of Security Guard (employee or owner-operator) or Prison Guard must re-qualify at an approved industry specific firearms training course once every financial year (1 July to 30 June).

You must be the holder of a private security business registration to provide the services of other persons who hold individual registrations to perform Class B activities.

Overseas students in Australia on student visas should be aware that there are additional requirements for the recognition of security training for licensing purposes.

To work in Victoria, you must have a current Victorian private security licence and/or registration or be the holder of a Temporary Visitor Permit.

Once the Licensing and Regulation Division has issued a licence or registration, it is the responsibility of the individual visa holder and prospective employers to ensure visa conditions are not being breached.

It is the personal responsibility of each licence holder to ensure that they provide the Licensing and Regulation Division with a copy of their certificate. A copy of the certificate must be provided to the Licensing and Regulation Division by post or email within seven days of the re-qualification having been completed. Licence holders should record their licence number on the training document to ensure records can be updated promptly.

The Licensing and Regulation Division must also be satisfied that all visa holders applying for a licence or registration have the appropriate work rights before they the licence or registration can be issued.
