It would cost the city and LPD approximately $850,000 to $1 million to outright purchase the 240 tasers it needs to have replaced, Lehman said. That would not include additional features desired by the department, such as a virtual reality training software that takes officers through different scenarios to teach when it's appropriate to deploy a taser.

Howdo Tasers work

Axon, formerly known as Taser International, is a predominant manufacturer that owns the trademark to the name Taser. The company issued a strong recommendation in November 2016 that its conductive energy weapons, including tasers and stun guns, have a five-year useful life expectancy.

Lakeland officers "rely heavily" on tasers as a less lethal weapon to handle potentially violent situations, Lehman said. Last year, city police deployed their tasers 89 times, according to a 2020 Office of Professional Standards annual report. The taser was at least partially effective 71 times. The probes missed the intended target five times and in 13 instances it was ruled to have "no effect" for a variety of possible reasons, according to statistics provided by LPD spokeswoman Robin Tillett.

The police department is already budgeting $5,000 per police vehicle, at a rate of 16 to 20 cruisers a year, for the next five years to purchase replacements for its outdated dashboard cameras, Lehman said. The total estimated cost of replacing its current dashboard cameras with installation is estimated at $1.5 million over the next five years.

Tasers are not the only major equipment upgrade needed by Lakeland Police Department. There are roughly 160 in-vehicle dashboard cameras mounted the cruisers that are on the verge of becoming functionally obsolete.

Lakeland police officials provided an estimate in March that the cloud storage necessary to support its in-vehicle dashboard cameras would cost about $550,000 to purchase, with an annual recurring cost of about $310,000.

"Our in-car video is being burned to DVD, a technology that's going by the wayside and everything is moving to cloud storage," Lehman said. "We have 150 to 160 in-car units that we are trying to come up with a solution for at the same time the body camera conversation is going on."

So far this year, Lakeland police have deployed tasers 41 times, of which 29 took at least partial effect. In six instances, they had no apparent effect.

Lakeland Police Department was approved to spend about $275,000 to purchase tasers for its police officers in 2014, according to Charlie Dormer, LPD's fiscal operations manager. The funds came from a federal equitable sharing agreement, Dormer said. The program that allows the U.S. Attorney General to share federally forfeited property or funds with law enforcement agencies for official uses, such as purchasing equipment.

Lakeland police officials are seeking approval to purchase 240 tasers to ensure officers have properly functioning equipment and the latest up-to-date technology. Their request was lumped into the controversial body-camera proposal that has an estimated price tag of $1.34 million per year.

Chief Ruben Garcia has repeatedly told city commissioners that the most expensive part of the city implementing body cameras is not the camera units themselves, but the cloud storage necessary for video. Regardless of whether city commissioners ultimately approve body cameras, the police department needs to invest in cloud storage to keep its existing in-vehicle dashboard cameras up-to-date with existing technology.

How long doesit take to recover from being tasered

"Like any technological product, especially high-tech electronic devices, a [conductive energy weapon's] high voltage capacitor and other electronic components wear out over time and may not operate as expected, increasing the risk of a Taser CEW failing in the field," read the company's blog post.

Tillett said no instances in which a taser failed to have the desired effect since 2019 were caused by defective equipment, based on immediate review.

LAKELAND – Body cameras are the central controversy in Lakeland's fiscal year 2022 budget debates, but Lakeland Police Department has a pressing need for at least $2.5 million to replace critically outdated equipment.

Firearms are one of the most dangerous threats faced by law enforcement officers in the United States. During the past three decades, ballistic-resistant soft body armor has saved the lives of more than 3,000 police officers. Body armor is critical safety equipment that law enforcement and corrections officers need for personal protection.

Lakeland officers are currently equipped with tasers that were purchased about seven years ago, Assistant Chief of Police Hans Lehman said. But the industry's recommended lifespan for the devices is five years, according to leading Arizona-based manufacturer Axon Enterprise.

Lehman said very few manufacturers will allow a law enforcement agency to purchase tasers outright anymore. Instead, most companies offer lease agreements that include additional battery cartridges, training software and modern technology upgrades that can increase the total cost.
