The report argues there is little definitive evidence that body cameras increase public trust, and cited a study of 250 adults in a mock trial who said the body camera footage led them to have negative opinions of the officer.

At Monday’s Board of Police Commissioners meeting, Chief Evan Bray presented a report outlining what a body camera system would cost for the Regina Police Service. According to the report, the up-front cost of equipping 300 RPS officers with body cameras and putting the necessary infrastructure in place would be nearly $1 million.

And so when you look at the significant cost of a body-worn camera system, I think we have to also look at what’s the need? And how many times are we finding ourselves in a situation where body-worn cameras would make a big difference?” said Bray.

Bray told the committee there are only a small percentage of police interactions where having a visual record would be beneficial. The report cited that only 20 per cent of interactions police have with the public are criminal, and only five per cent go to trial.
Commissioner and city councillor Andrew Stevens asked Bray if the RPS could find other ways to build accountability and trust. Stevens asked Bray if he could prepare a report for next year on ways the RPS could improve accountability. The board agreed Bray would return with a report by the third quarter of next year.

Bray said in an interview following the presentation that he did not feel body cameras are something the RPS should work towards within the next couple of years. His main concern comes down to what the program would cost.
