The Halligan tool is also known as a Halligan bar or Hooligan tool. It’s a forcible entry tool that firefighters use for prying, twisting, and punching. FDNY Fire Chief Hugh Halligan invented the Halligan tool during the late 1940s. The original Halligan fire rescue tools were about 30 inches long and weighed about 8.5 pounds.
