Statute 346.31 says a U-turn shall be made in the lane farthest to the left, meaning the lane immediately to the right of the center line or center median. It further says that the U-turn "shall be made in that portion of the intersection immediately to the left of the center of the intersection."

"It is legal, but you need to be mindful of northbound traffic on Ballard because drivers will stop at the red light and make a right turn," he said. "Technically, the person with green has the right of way, but you need to make sure that they're aware of what you're doing before you do the U-turn."

"We see that a lot on College Avenue, where somebody is driving east or west and they see a parking stall that's open on the opposite side of the street and swing a U-turn," Freeman said. "That is not legal and is exceedingly dangerous, particularly with four lanes of traffic."

"It used to be illegal," Appleton police Capt. Todd Freeman said. "The Legislature changed that 10 years ago. I don't think a lot of people know (about the change), if you learned to drive prior to 2009."
