All’estero consolati e ambasciate sono sotto stress, soprattutto in Brasile e in Argentina, con liste d’attesa molto lunghe: in alcune sedi si parla di oltre dieci anni per avere un appuntamento. Secondo l’indagine Anusca-Istat, nel 2023, il 68,5% dei nuovi passaporti italiani è stato attribuito a cittadini brasiliani e il 19,9% a cittadini argentini. «È un’ondata collegata alla discendenza degli emigrati tra il 1876 e il 1925 – spiega Giancarlo Gualtieri, responsabile Istat dell’area Presenza straniera e integrazione dei cittadini con background migratorio –. Nelle Americhe furono quasi nove milioni, di cui 3,5 in Brasile e Argentina, Paesi in cui le crisi economiche e politiche stanno spingendo le persone a recuperare il passaporto italiano poiché apre le porte dell’Unione europea e permette un accesso più facile anche negli Stati Uniti. In futuro i flussi potrebbero mantenersi consistenti».

La stessa indagine conoscitiva svolta nei mesi scorsi dall’Anusca con il supporto dell’Istat (si veda l’articolo in alto) è nata dalle sollecitazioni dei Comuni preoccupati dall’aumento delle procedure: dal 2021 al 2023, le pratiche trattate dai 5.019 Comuni che hanno risposto sono più che raddoppiate, passando dalle 23.569 del 2021 alle 49.815 del 2023, con 61.328 riconoscimenti di cittadinanza (in una pratica possono esserci più richieste di discendenti dallo stesso avo).

«Nel 2023 il 52% dei riconoscimenti per via giudiziale è stato deciso dal Tribunale di Venezia – dice Salvatore Laganà, presidente sia del Tribunale che della sezione immigrazione –. Abbiamo 1.500 nuove iscrizioni al mese, con in media dieci ricorrenti per fascicolo. Da giugno 2022 abbiamo deciso 5.800 fascicoli che equivalgono a circa 58mila nuovi cittadini. Abbiamo stilato accordi con le associazioni degli avvocati per semplificare alcune prassi, ma stiamo fissando le udienze al 2027». Al Tribunale di Torino «avevamo ridotto i tempi delle cause, ma con le controversie per la cittadinanza iure sanguinis la situazione è di nuovo peggiorata: ora stiamo fissando le prime udienze per cittadinanza nel 2026 e per protezione internazionale nel 2027», spiega la presidente della sezione immigrazione, Roberta Dotta. «I procedimenti per cittadinanza iure sanguinis sono gravosi perché spesso sono promossi da più ricorrenti e richiedono l’esame di documenti anche molto risalenti: a volte si fa riferimento ad ascendenti nati prima dell’Unità d’Italia».
