I wouldn’t say legal size is “not used very often” in the US. It’s used quite often for legal documents (e.g., contracts, leases, purchase/sale agreements, etc). But definitely letter size is most common for general purposes. It would be interesting to know the history/reason of the longer pages for legal size paper.
