Glencore of Switzerland and ZEB Metals of Lewisport, Ky., have set a target opening date of late 2023 for the plant, according to a recent report by Argus Media. It is to be located along U.S. Highway 52 almost directly across from the entrance to Century Aluminum's Mount Holly smelter.

This will be Glencore's first involvement in an aluminum recycling facility, although the company currently has sites around the world that recycle other metals.

A multinational metals trader and mining company is teaming up with a scrap brokerage to open an aluminum recycling business near a pair of aluminum producers in the Goose Creek area.

"ZEB Metals has the capabilities to process scrap by shredding, shearing, screening & sorting materials," the website states. "Our trading business buys and sells primary and secondary aluminum, billets, foundry ingots" and other products.

"We have an internal business unit dedicated to raw material procurement and have formed scrap take-back programs with our customers and purchasing partnerships with scrap brokers and yards across the state," said Nicole Snyder, director of communications for JW Aluminum.

ZEB Metals was founded in 2021 to recycle old coal railcars and the following year transitioned into a full-service scrap recycling and trading company, according to its website.

She said it's not clear whether JW Aluminum would compete with the new recycling facility for those products because Glencore and ZEB Metals have not said what scrap grades they will be using.

Berkeley County's other aluminum manufacturer, JW Aluminum off Old Mount Holly Road in Goose Creek, uses a high percentage of scrap in its production of flat rolled aluminum for the construction business and other industries. The company recently completed a $300 million expansion that primarily uses scrap aluminum for production.

The site will include as many as two furnaces to recycle industrial scrap and aluminum dross — a byproduct of the smelting process — for regional customers.

Glencore, in an earnings call with analysts last month, said government policies like the Inflation Reduction Act in the U.S. and the European Union's Green Deal Industrial Plan "demonstrate the growing need for critical raw materials through to the end of the decade and beyond, necessitating fresh investment in both primary supply and recycling."

Glencore already has a foothold in the Charleston-area's aluminum business as the major shareholder and customer of Century Aluminum, which owns the Mount Holly smelter off Highway 52. Glencore owns 42.9 percent of the U.S. company's stock and accounts for 60 percent of its annual sales, according to Century's latest annual report.

JW Aluminum recently sponsored "recycling day" at the South Carolina Statehouse in Columbia to promote the environmental and economic benefits of the practice, which can cut the cost of producing new aluminum by 95 percent. The S.C. Department of Commerce reported that South Carolina is home to more than 300 recycling businesses that had a combined $13.6 billion economic impact in 2022.
