With this spark of inspiration, Castrejón joined the HIRE360 program, a Chicago-based workforce initiative that promotes access to trade careers among underrepresented groups. HIRE360 paired Castrejón with a case manager who helped him prepare for assessments, connect with industry mentors, and land an apprenticeship with the Illinois chapter of the International Brotherhood of Electrical Workers (IBEW). The program also provided Castrejón a stipend to help cover expenses during the first 11 weeks of his electrician apprenticeship, which was otherwise unpaid.

"Fixing up my parents' house inspired me," said Castrejón. "Thanks to my apprenticeship, I'm developing high-demand skills that will not only help me buy and maintain my own home but build my wealth."

"Electricians have a broad understanding of many different aspects of construction," said Castrejón. "Plus, with the rise of smart homes, electric vehicle chargers, generators, and solar panels, electric is the future."

"My parents' house was built in the 1920s, and they've owned it for over 30 years," said Castrejón, who originally studied to become an architect. "It's solid—not like they build them now—but it needed a lot of updates. I thought, 'Why not do this myself?'"

With support from HIRE360, a DOE-supported workforce development program, David Castrejón is now an electrician apprentice mastering solar energy and mentoring new apprentices, paving the way for a bright future in clean energy and construction.

HIRE360 and similar programs are benefiting from federal investments in workforce development as well. Cook County, Illinois—where HIRE360 is based—was awarded $1.2 million through Advancing Equity Through Workforce Partnerships, funded by the U.S. Department of Energy's Solar Energy Technologies Office. Cook County is using the grant money to establish a partnership with HIRE360 and OAI, Inc. that aims to bring together and support different groups involved in solar installations, small businesses, and workforce development.

Castrejón expects to complete his apprenticeship and take the journeyman electrician exam to become a licensed electrician within the next two years. He plans to continue to work for different electrical firms at first and eventually start his own small company. He is saving up to buy a house of his own and hopes to invest in real estate one day.

Now in the third year of his apprenticeship, Castrejón has become a mentor to electrical apprentices just entering the trade. His case manager checks in monthly to track his progress toward certification and offer career advice. In addition, Castrejón recently took a solar energy course through the IBEW-National Electrical Contractors Association Technical Institute, a partner of HIRE360. This course taught him about installation methods for different types of roofs, residential solar system sizing, and installing solar systems in compliance with the National Electrical Code.

The Illinois Climate and Equitable Jobs Act (CEJA), enacted in 2021, extends cost-saving energy efficiency programs to the state's households and aims to expand the state's wind and solar energy generation to 40% by 2030 and 50% by 2040, in order to achieve a 100% zero-emissions power sector by 2045. In addition, CEJA works to grow all sectors of clean energy jobs in Illinois and requires family-sustaining wages and benefits for most of those jobs.
