(Updated 26-09-2022) The Oculus Quest 2 previously required a Facebook account to function: now this has changed to a Meta account.
However, what it does require is a Meta Account, separate from Facebook. This account is to manage purchases and the digital library of VR games you are accruing.
For further context, Quest products were banned in Germany from September 2020 as they violated the “coupling prohibition” in the EU GDPR privacy laws. This has now changed, since legally, a Meta Account is within the ecosystem of Quest products, so Quest products are on sale again in Germany.
