The fix was to disconnect it from the wall socket, then hold down the power button. It boot looped multiple times - showing the oculus logo, then the low battery, then turning off. Eventually, after boot-looping about 10 times, it started boot-looping like it normally would with full charge.

You will know when it's bootlooping "correctly" by looking at the reflection from the lenses. Normally there's a white glow, then it goes off after 3-4 seconds. When it's bootlooping "correctly" it will glow for about 8-9 seconds, then turn off. Alternatively, if you look through the headset itself, the oculus logo will be "pulsing", rather than static. When that happens, you can stop holding the power button, turn it on normally, and it should take you to the dashboard and be at 100% battery.

It's recommended to use an official Quest charger, using different chargers could cause the battery to degrade and cause issues. Hopefully this information helps!
