At Monday’s Board of Police Commissioners meeting, Chief Evan Bray presented a report outlining what a body camera system would cost for the Regina Police Service. According to the report, the up-front cost of equipping 300 RPS officers with body cameras and putting the necessary infrastructure in place would be nearly $1 million.

Commissioner Juliet Bushi said that, as a Black woman, she found the question and discussion of differences in policing between the U.S. and Canada ignorant. She said many people are still scared of police officers, and that there are also similarities between police in the two countries.

This rapid work cycle depletes all the bodies’ blood sugars that are needed for energy so he has no energy left. The effects are not long-lasting. You can disable an assailant for up to 10 minutes giving you time to get away from a dangerous situation. They are great for female self-defense.

Commissioner and city councillor Andrew Stevens asked Bray if the RPS could find other ways to build accountability and trust. Stevens asked Bray if he could prepare a report for next year on ways the RPS could improve accountability. The board agreed Bray would return with a report by the third quarter of next year.

Bray said in an interview following the presentation that he did not feel body cameras are something the RPS should work towards within the next couple of years. His main concern comes down to what the program would cost.

Among the benefits of body-worn cameras, the report said police have found the devices useful for capturing evidence to be used by prosecutors. They can also be a benefit to public complaints involving police, and help fight the perception of police policing police.

“At the end of the day we’re struggling with resources; we need officers on the street. And so when you look at the significant cost of a body-worn camera system, I think we have to also look at what’s the need? And how many times are we finding ourselves in a situation where body-worn cameras would make a big difference?” said Bray.

A stun weapon is a small device that will fit into your hand very easily with two or more prongs on one end that conducts an electrical charge that is powered by batteries. Once activated, the stun device creates electrical arcs that flash between the probes on the end. The flashing arcs make an intimidating noise. So between the sight and sounds of the arcs, some assailants are scared away by that. That’s okay. Whatever works!

Stun guns are the second most popular self-defense product in the world today right behind pepper sprays. Just about every police officer in the country carries some kind of stun device. Most law enforcement officers carry a taser, which is the form of the stun device, but it works differently. Tasers use low voltage and high wattage to disable an assailant. Stun guns are high voltage and low-wattage.

While body cameras have been called for as a means to increase police transparency and accountability, the RPS report questioned what effect they would have on public confidence in police. The report argues there is little definitive evidence that body cameras increase public trust, and cited a study of 250 adults in a mock trial who said the body camera footage led them to have negative opinions of the officer.

Body cameras have been explored by other police departments in Canada. In Saskatoon, police have planned to test out body cameras towards the end of 2021, and are targeting full deployment in 2022.

The operating cost of using the body cameras was estimated at approximately $1.2 million per year, which includes expenses such as data storage, repairs as well as hiring three new full-time RPS employees to manage the program.
