With little to no training, Patrol is expected to know what NIBRS is, and how to report it correctly.  And predictably, because they’re poorly trained on a counterintuitive process, they mess it up.

Your records clerks have the knowledge and training to clean the reports up, but they don’t know what happened.  Sometimes they can guess, but inevitably they’re going to have to connect with Patrol.  So your agency plays “ring around the report” sending incidents back and forth between records and patrol, until they finally get the NIBRS reporting entered correctly (at least until they get the error report back from the state…).

From a legal standpoint, corporations are easy to form and only have a small number of mandatory requirements. A corporation must register in a state (not necessarily its state of business, though) and must identify its key executives. A corporation must also have an address or agent on file for the serving of legal papers.

An enterprise has a broader meaning than a corporation. Any business can operate as an enterprise, depending on the structure and communication involved in company activities. "Enterprise" essentially means that the company has multiple levels, locations, divisions or departments that all collaborate to achieve big-picture business objectives.

Legally speaking, the terms incorporated and corporation have significance. You can't add "Inc." or call yourself a corporation in legal documents if you haven't officially incorporated. Enterprise has a much more informal meaning.

Your patrol team doesn’t need specialty training, they need a tool that works for THEM, not the other way around.  By helping them classify their report when it’s created, in terms they’re familiar with, our software sets the requirements at the beginning of their work.  They know from the start what they need to put in, using terms they understand.

While "corporation" is sometimes used to describe a large business, a true corporation is a company that has gone through the process of incorporating. A corporation has some pros and cons relative to other business structures. The business is treated as a separate entity from its owners, a status that confers certain rights on the corporation.

Many of our competitors offer “NIBRS Validators” designed to review the incident after it’s completed and tell the Officer what they forgot.  The problem with those tools is the same as NIBRS itself; if the Officer doesn’t know how to classify the incident, the tool can never work, no matter how good it is.

Though this article focuses on business corporations, other entities can incorporate as well. For example, a school, church, labor union, or non-profit organization can incorporate to take advantage of legal protections. Towns may also incorporate to ensure they will be formally recognized as a distinct legal entity.

Incorporated means that you have gone through the steps to formalize your business as a corporation. When a company is incorporated, it states its formal name as "Company XYZ, Inc." You incorporate in a particular state, and the specific rules for incorporation vary somewhat by state. Typically, though, you file articles of incorporation that state your business purpose, anticipated activities, directors, shareholder and investment plans and a physical address.

Simply put, the problem at the core of NIBRS reporting is that the FBI built the reporting for the wrong group of people.  Patrol is the group with all the information, but the reporting process couldn’t be more foreign to them.

"Enterprise," "corporation" and "incorporated" are closely related terms used to describe the formal or informal structure of a business. They are sometimes used as synonyms, but can have distinct meanings in certain contexts. In some cases, you may hear people describe your business incorrectly using these terms. Your company can operate as all of these types, as an enterprise only or as an incorporated corporation.
