After just a few weeks of usage, the results began to appear. Amped FIVE is a software that fits like a glove in the hands of investigators. As the director of the Laboratory of Video Documentation of the Italian Scientific Police, every day I work with images coming from video surveillance systems from all over Italy. In relation to my activity with the Judiciary Police and the very important cooperation with the Local Police who are exploiting urban video surveillance; nowadays an indispensable tool for investigations, we strongly needed software that allows us to use filters to enhance the images. After several evaluations of other products available on the market, our agency opted to purchase AMPED FIVE. This step has allowed us to use this software to make clear images and/or details that led to solving several cases and the prosecution of the perpetrators. AMPED FIVE is very useful also for simple operations, like converting videos or frames and extracting snapshots when not allowed by original players. The wide selection of features and the many different applications allows us to get details impossible to see in the first instance; I'm completely satisfied with the product, that I've been using daily now for a few years. Congratulations to AMPED for the work done.

So now what? Well, this means you must follow the PTNSR but good news, under section 25, the obligation for the PTNSR is sending you back to the TDGR and 1.45 exemption. Thus, requiring you to have a shipping document, and will require permitting from CNSC, has not been sold/shipped to the end user.

The TDGR will often defer to the PTNSR which may defer to the United Nations (UN) International Atomic Energy Agency (IAEA). For this blog, I will use the example of a smoke detector containing americium-241. This will fall into the category of excepted packages under IAEA section 423.

In regard to excepted packages, the TDGR only requires the consignment is accompanied by a document that includes the shipping name and UN number of the radioactive materials.

Category I Radioactive are substances with radiation that does not exceed 5 µSv/h at any point of the surface of the package, and are of amounts exceeding what is found table 4 of 173.425

It's nice to finally have a robust, standalone piece of software designed with one sole purpose in mind by people who understand what we do: Forensic video analysis. I was blown away by how powerful and effective this software is at both ingesting different video formats and enhancing video. Enhancements I never thought possible are now possible. I have a lot of cold cases to go back and look at... That was some of the best training I have ever received. The examples were real-life cases and very relatable. The instruction was done in a clear and concise manner, and I now feel confident in my understanding of how the software works and in explaining my processes in court.

We've been using Amped FIVE for more than a year now. We all know that good results are not always achievable given initial recording conditions. Amped FIVE is always successful when allowing experts to know if something can be done without spending too much time on a case. So, this brief example of shipping a smoke detector shows how you might have to perform a little bit of regulatory “acrobats” requiring you to jump from one regulation to another thus adding or subtracting requirements. The multitude of regulations from the TDGR to the PTNSR to the IAEA and back to the TDGR is enormous thus requiring you to have training and knowledge in the subject prior to shipping class 7’s, I hope this has been an eye-opening read.

Elton Woodfine CD (Canadian Decoration) served 22 years as a member of the Canadian Forces. Initially as an Infantry section Commander in the Princess Patricia Canadian Lite Infantry (PPCLI), he served on two peace keeping missions in the former Yugoslavia, and one combat tour in Afghanistan where his unit was awarded the Governor General Unit Citation for actions in combat. He then continued to serve as a member of the Royal Canadian Air Force as a firefighter, where he completed a diploma in Fire Science/ Fire-fighting from Memorial University and Occupational Health and Safety diploma from the University of New Brunswick. Lastly, in his career with the Canadian Forces, he served as a member of the Joint Incident Response Unit (CJIRU) as a Chemical, Biological, Radiological and Nuclear Operator (CBRN Op), part of the Canadian Special Operation Command (CANSOFCOM). Upon his retirement from the Canadian Forces, he took a position as a Life Cycle Management of hazardous materials instructor for the logistical branch of the Department of National Defense and is knowledgeable in NFCC, CEPA 1999, IMHWR, TDGR, ICAO, IATA, IMDG, GHS and OH&S federal regulations.

Let’s use my example of smoke detectors. You may be exempted from the PTNSR altogether under the Application/Exception heading in the PTNSR. There are paragraphs A – P in this section and the one that is applicable to my example is paragraph F.
