If it's enabled and I'm shooting off the telescope with a standard lens I have to press the shutter once to lock the mirror and again to take the shot. I assumed, maybe incorrectly, that APT was doing the same.
1100d and 1200d does not mirror lock. Live view raises the mirror but as soon as the shutter is pressed the mirror comes down and then goes up again.

It seems to me for long exposures of dim objects any shake induced by the shutter mechanism would be small/irrelevant but perhaps on the short exposures of brighter objects it may be more relevant.
As mentioned true mirror lock up is only available on the *** D range of cameras but it can be very useful for Lunar and Planetary shots, Canon often do this type of thing to make you want to buy a higher range model in fact the top end cameras have a silent mode too making any mirror bounce negligible.

My understanding is that through the USB cable the software cannot "press the shutter" in the same way as the physical camera button press. However, the remove release connection does act in the same way as the camera button press which is why a lot of software can only support mirror lock-up using a separate shutter release cable (normally a serial USB cable with some electronics that allows the software to "press" the remote shutter release cable (i.e. you need your normal data USB cable to control the camera settings, download images, etc. and a separate special USB serial cable with electronics that connects to the camera through the remote shutter release socket.

I just got hands on comparing a 1200D and a 700D. The former does simulated lock using live view. APT will issue a popup warning of the risk of amp glow. The 700D actually locks the mirror according to the 'Anti vibration pause', say x. It locks the mirror x seconds before opening the shutter. There is an audible swish-clunk on the 1200. You have to listen carefully to hear the anything on the 700. HTH.

Is the Canon feature of "Mirror lock" one of those things that make people select one type of EOS vs another or is it not really necessary?

I need to investigate this. My 600d has in it's own menu a mirror lock up option. You have to enable this in the camera as well.
I understood (maybe incorrectly) that the Digic 4 processor does not allow mirror lock-up user USB hence the need for a separate shutter cable. Liveview prior to your exposure does raise the mirror. However, using Liveview also heats up the sensor/electronics so has a negative impact on quality.

If the camera supports LiveView you can set “Long exposure control” to “Virtual” (see next point). With this setting, APT will use LiveView to simulate “Mirror Lockup”. It is a handy option when you don’t have PC operated shutter cable or you don’t have free COM or USB ports or want to use only one cable.Note that simulated “Mirror lockup” leads to amp glow when is used in long exposures!

Thankfully most of the newer *** D range also comes with flip out screens which I find makes focusing a doddle on Lunar, Planets or Stars.
Since both my 1000D's are dedicated Astro Cameras I removed the Mirrors with no ill effects. The mirrors are held in place by 2 plastic pins, if you reach in with a pair of Needle Nose pliers and give it a light twist it comes right out. The actuator is still there and thinks the mirror is still attached.
As far as was identified when it came up previously the 1200d was the same as the 1100d. But from what you say the 1200d has better mirror control in live view then the 1100d so that's goods.

On this 1200 the exposure is begun with the mirror locked. It moves after the exposure. On B you would have to press the shutter release twice to get mirror movement. Different firmware?
