The thread diameter (of anything threaded) is measured half way between the peaks and the valleys of the threads. So I think it's pretty likely your lens would use the somewhat more common 40.5mm filters.

I have never taken a very close interest in filter mounts before, but some brief measurements of some of my cameras seem to indicate that the nominal size is the gross diameter of the lens filter mount. Your figures would suggest that you need a 40mm filter, a very rare size used historically AFAIK only by Canon and other Japanese makers for rangefinder lenses way back when. The choice of filter size is up to you - 49 and 52mm are very common, 46 less so, 40.5 still less, but with a rangefinder camera it is good if the filter is not too big because it gets in the way of the viewfinder!
