Light absorption processes e.g. in solid materials generally arise from the interaction of the electromagnetic wave with electrons, exciting those to excited energy levels. Thereafter, it takes some time (the electron–lattice thermalization time) for that energy to be transferred to the atomic nuclei, i.e., to vibration energy.
