When the metering lights were first installed on I-80 at the Virginia Street on-ramp they were in operation from 7 a.m. until 6 p.m.In late 2019 the ramp meter schedule was evaluated and refined.At that time the schedule was reduced so that the ramp meters operated from 7 a.m. until 8:15 a.m. and then again from 11 a.m. until 6 p.m. when traffic is heaviest. The idea was to turn the metering lights off when they are not needed.

At 6:00 a.m. there are about 500 cars on that on-ramp, at noon the number is 1,000 and it rises to 1,300 during the evening commute at 5:00 p.m.

I asked Ragonese specifically why the metering lights are needed in the early afternoon when traffic on the freeway is light.She told me they actually rely on the metering lights to regulate traffic on the on-ramp and to minimize the number of cars entering the freeway at the same time.When a lot of drivers are trying to merge at one time it can create a safety hazard especially for drivers who are already on the interstate. Ragonese says there are so many cars using that on ramp at certain times of the day that the traffic needs to be regulated using those metering lights.
