I wonder why it does not penetrate through the clothes and comes out from the other side? Will thick or loose clothing stop taser?

This is the picture of the taser shooting clothes. Much to my surprise, taser does not create massive holes on clothes and it does not go through the other side of clothes; instead, it stuck in the clothes and leaves two tiny holes which is hardly seen and black stains.
